Yesterday, nearly 50,000 Moroccan migrants invaded Ceuta, a Spanish enclave in North Africa with a population of 83,000. This mass border crossing was a direct result of new amnesty laws promoted by Spain’s socialist prime minister. The chaos in Ceuta echoes the crisis at America’s southern border during the autopen years.
