Germany is undergoing a fundamental shift in its global role. A recently released German defense white paper highlights the significant changes Germany plans to make as it assumes more global responsibility. This trend should startle the United States and Britain, considering its history with Germany in World War II. Yet this story has grabbed little attention outside of Europe.
